Position Summary:

Research and Advocacy Manager (RAM) is responsible for analyzing, and coordinating research that supports RHAC to (1) advance the research field and (2) develop/support an advocacy agenda. Develop strategies to keep relevant NGO partner members engaged in advocacy and research efforts. Manage annual budget and workplan. Prepare reports on progress for Key RHAC staff, AED/ED. Work with the AED on major fun proposals and reports for research and advocacy efforts. In line with RHAC's Five Years’ Strategic Framework 2023-2028, the RAM is for achievement in responding to the outcome 1 and 3 (Increase awareness, acceptance on SRHR and Grow the organization). Represents RHAC to take leadership role in working in coalition with relevant CSOs and UN agencies in the country to advocacy for improve SRHR, including young and TG people. Supply technical expertise to relevant INGO/NGO partners as needed. Work to ensure evidence-based data of program/project implementation documented and being available for RHAC, donors and others. Assist with RHAC programs/projects, provide support to all RHAC program activities, and perform other duties as needed.

Tasks Responsibility:

Research Activities

  • Manages research projects on SRHR/CSE status in Cambodia that impacted by social, cultural and gender norms at the different communities including defining research questions/topics/timelines and developing research proposals.

  • Communicating the results of research projects to senior RHAC team, donors, and relevant stakeholders and partners through a variety of channels (research reports, trainings, conference presentations, web resources, etc.).

  • Writing, editing, and quality control for research reports/presentations.

  • Coordinating the local Research Institutions/Committee that was made up of a variety of stakeholders/partners from the funding, education, and research institutions to present the SRHR/CSE results.

  • Compiling and sharing research and other data related to the local, national institutions/relevant ministries, and donors as needed.

Advocacy Activities

  • Track local and national legislative and policy issues relevant to SRHR/CSE and develop strategies to keep board, staff and community informed.

    -  Collect and maintain up-to-date data on key policy and advocacy issues (SRHR/CSE, Funding, etc.)

    -    Develop issue-oriented advocacy content for communication means such as emails, websites, social media, etc.

  • Work closely with the Associate Executive Director to:

    - Build and maintain relationships with all RHAC staffs in the organization, including in-person meetings, updating database information, appointment scheduling, written correspondence, etc.

    - Pay close attention to advocacy priorities and their fulfillment. Regularly review priorities and update or modify them based on changing society/community needs as identified by RHAC management, staff, volunteers and community members.

    - Build and maintain strategic partnerships with local authorities, sub-national and national institutions/ministries (MoWA, MoEYS, MoH, Universities etc.).

  • Supply technical expertise to relevant INGO/NGO partners as needed.

Other Activities

  • The Manager of Research and Advocacy is responsible for monitoring the activities to ensure effective implementation including budget. The specific tasks are included:

    -Work to ensure evidence-based data of program/project implementation documented and being available for RHAC, donors and others.

    -Review and ensure general administrative process, providing logistical support for meetings, travel arrangements, communicating effectively with stakeholders of the Research and Advocacy

    -Review and monitor the process of research conducted by consultant are submitted timely

    -Report regularly in both verbal and written to direct supervisor on the progress of each research activities

  • Proposal development:

    -Involves in writing new project proposal and create awareness to help in fundraising in consultation with the supervisor and other RHAC key senior program staff.

  • Perform any other duties as assigned by the supervisor.

Requirements:

-          Has Master Degree’s or PhD in Public Health, epidemiology, or Research field.

-          A minimum of 3 years’ experience in the implementation of advocacy program and at least 3 years of research experiences, preferably in reproductive health.

-          Fluency in Khmer and English (writing and speaking)

-          Good Computer skills (Word, Excel and Power Point)

-          Good communication, training and analytical skills

-          Willing to work flexible hours and travel extensively in the field
