TERMS OF REFERENCE FOR A SHORT-TERM CONSULTANT
to improve the quality and content of the RHAC website
A. Background
The Reproductive Health Association of Cambodia (RHAC) is a NGO working in partnership with the Ministry of Health of the Kingdom of Cambodia to protect and improve the health of people, focusing on Family Health including sexual and reproductive health, maternal and child health, and HIV/AIDS.
RHAC works in 14 provinces and delivers it’s services through several projects such as provision of RH/HIV/AIDS services through clinics, a community and public health support program, behavior change communication in RH/HIV/STIs for youth, migrant workers, and young entertainers, technical assistance and capacity building to Operational Districts, and a healthcare financing program, with funding from USAID, Global Fund, IPPF, European Commission, UNFPA, Plan International, JOICFP, etc.
With the increased use of the internet in Cambodia and the need for information sharing, it has become necessary to improve the quality of the RHAC website for it to serve as an effective means of communication to describe the various activities carried out by RHAC to a wide range of audiences, including Government agencies, international and local Non Government Organizations, international and local media, international and local donor community, the general public and other concerned stakeholders.
We would like the web-site to paint the full picture of RHAC and all it’s different activities which are targeted to improve the health of the Cambodian people in keeping with the policies of the Government of the Kingdom of Cambodia. Also the language used needs to be simple for clear understanding by the general public, the organization and presentation of the web-site needs to be improved and it should be made more user-friendly. The person responsible for managing the web-site should be given the appropriate training.
The consultant will work in close consultation and collaboration with the Chief of Party of the RHAC-ToGoH project, the Senior Program Advisor, Research Manager and IEC Coordinator.

  Main Responsibilities:

B. Scope of Work
The main objective is to develop a clearly structured, professional-looking, well-designed and well illustrated RHAC web-site. The consultant will make all necessary improvements to the web-site including content, design, layout, illustrations etc, to enhance the overall image and content and make it user-friendly, attractive and stimulating to the reader. S/He will work closely with and train an identified RHAC staff member who will be assigned to keep the website updated and uploaded on a continual basis.
C. Specific Tasks
With the overall guidance of the Chief of Party, RHAC–ToGoH project, the consultant is required to perform the following tasks:
i) Read RHAC program documents and interview key RHAC staff as required, to collect necessary information about RHAC’s activities.
ii) Review the content, edit and re-write the information as needed so that it will reflect all RHAC activities.
iii) Update with the latest information in a style that is accessible and interesting to lay readers, development workers and public health professionals.
iv) Identify suitable visuals and organize the presentation to enhance the overall image of the web-site and make it user-friendly, attractive and stimulating to the reader.
v) Include interactive quizzes and games as part of the website content and design. For example, we would like the website to have a “pop-up” questionnaire targeted to youths, on Sexual Reproductive Health and Rights.
vi) Write detailed, clear instructions on how to maintain and manage the web-site with new content, pictures and links. (and contacts for further questions that may arise)
vii) Train an identified RHAC staff member who will be assigned to keep the website updated and uploaded on a continual basis.
D. Required Qualifications and Experience
An expatriate (native English speaker) with a background in communication, journalism or public relations, and experience in writing and developing web-site content, preferably for the health sector in Cambodia.
* University degree, preferably advanced, in Communication, Journalism, or related field
* At least 5 years experience in web-site development.
* Strong writing, editorial and presentation skills, and ability to communicate in a clear and concise manner
* A good knowledge of the health sector in Cambodia or development activities in Cambodia.
E. Deliverables
* A RHAC web-site, inclusive of all relevant information, well presented, easy to understand and user friendly.
* Detailed, clear written instructions on how to maintain and manage (up-date/up-load) the web-site with new content, pictures and links. (and contacts for further questions that may arise).
* One trained staff person, able to maintain and manage the web-site effectively.
F. Level of Effort
It is estimated that the consultant will spend thirty (30) days on this assignment. It will commence on 1st …………….. 2010 and end on 30th…………….. 2010.

Dr. Var Chivorn, Chief of Party, ToGoH Project, RHAC.
H. Payment:
Consultancy fees: USD ……. x 30 days = USD ………………….
Payment will be made on satisfactory completion of the services provided by the Consultant on submission of the completed “Consultant Fee Voucher” (see attachment). The Consultant will be responsible for the payment of Personal Income Tax (PIT) as per Cambodian Law.
I. Reports and Proprietary:
All the products produced under this consultancy are RHAC’s property. The consultant will not share, disclose information to a third party without prior written approval of RHAC Management. The consultant will work closely with all relevant departments to achieve the outputs and provide periodic updates to the RHAC Executive Director and/or the Associate Executive Director, as needed. At the end of the consultancy, the consultant will submit a short written report, not exceeding five pages, to the Executive Director outlining the tasks completed under this TOR and the recommendations made.
RHAC also anticipates a fair level of flexibility on the part of the Consultant with regards to RHAC management input but there will be no scope for changes on the deliverables and the time frame as stipulated in this TOR upon approval of this TOR by USAID.
