Vulnerable Groups Program
HIV incidence and prevalence in Cambodia remain high amongst Most At Risk Population (MARP), such as Entertainment Workers (EWs), Men who have Sex with Men (MSMs), and Transgender (TGs). EWs, in particular, have low rate for contraceptives use, especially condom use with sweetheart, are susceptible to drug use, and have high abortion rate. As for TGs, there is little information about the health issues and concerns of TG persons in Cambodia. Current issues facing TGs include self-exclusion from health services, lack of health services and trained health care providers dealing with specific needs of TG people, and lack of information on quality health service providers.
Goal/Objective
RHAC will contribute to the elimination of new HIV infection in Cambodia by 2020 (Cambodia 3.0) by working to improve the health status of EWs and MSM/TG and People Living with HIV/AIDS (PLHIV), through our HIV prevention and treatment support. The program also works to improve Sexual Reproductive Health and Rights of Transgender/ Transsexual through raising awareness among TGs on self-health and health services, and to enhance the capacity of health providers related to specific TG friendly health services at the RHAC clinics.
Activity
There are three projects under this program: (1) HIV/AIDS for Entertainment Workers, (2) Community Home-Based Care for PLHIVs, and (3) Improving Sexual Reproductive Health and Rights of TGs. RHAC applies its three pronged approach, which includes peer to peer education, referral to high quality services, and enabling environment (involving the managers/business owners, and the target groups in the program implementation).

The program covers a total of approximately 6,000 EWs working in 200 establishments, where our staff work with Outreach Workers (OWs) who are themselves EWs to provide behavioral change communication and distribute condoms, and refer EWs and their partners to receive SRH services free of charge.

The program currently covers 1,829 PLHIVs to provide them with psycho-social supports and improve their livelihood. Our support activities include referral of PLHIVs and their partners to appropriate continuum health care services, home visits, Self Help Group (SHG) meetings and trainings, group discussion, and referral of general population including pregnant women to receive VCCT and Syphilis tests at Health Centers.

Early 2014, RHAC has started to implement a project for TG people in Phnom Penh and Siem Reap provinces. The project has studied about their health-seeking behavior, and health needs and concerns of TGs through conducting rapid baseline assessment and developing TG health manual, in addition to providing free TG-friendly health services at six RHAC clinics in the two provinces.
